Bogor, 7 Juli 2025 —The Center for Sustainable Forest Development (P2HB), Ministry of Forestry held a Workshop on Standardization Management within the Ministry of Forestry as a strategic effort to support the institutional transition process and strengthen adaptive and sustainable governance of the forestry sector. Held at the Soediarto Meeting Room at the P2HB Office in Bogor, the workshop was conducted in a hybrid format and attended by representatives from each Echelon II unit within the Ministry of Forestry, as well as strategic partners from the National Standardization Agency of Indonesia (BSN).

The workshop followed up on a coordination meeting held on February 24, 2025, in Jakarta, which aimed to establish a common understanding of the implementation of new duties and functions within each Echelon I unit following the issuance of Minister of Forestry Regulation No. 1 of 2024. The regulation transferred responsibility for the development and establishment of instrument standards from the Agency for Environmental and Forestry Instrument Standardization (BSILHK), which has since been dissolved, to the technical units within the Ministry of Forestry.
This institutional change forms part of the transformation mandated by Presidential Regulation No. 175 of 2024, which established the Ministry of Forestry as a standalone ministry separate from the Ministry of Environment. The transfer of standardization functions requires adequate institutional readiness, human resources, work systems, and financing to ensure that the process can be implemented effectively and measurably across the Ministry.
In his opening remarks, Head of P2HB Gun Gun Hidayat stated, “This workshop is an initial step toward building a shared vision and strategy for standardization management. At P2HB, we are committed to driving collaboration across units, ensuring a smooth transition, and making instrument standard management an integral part of national forestry governance that is transparent, accountable, and science-based.”
The workshop was officially opened by Irfan Mudofar, Head of the General Affairs Bureau, representing the Secretary General of the Ministry of Forestry. In his remarks, the Secretary General emphasized that strengthening the standardization function is a key pillar in supporting the implementation of technical forestry activities, ensuring the quality of public services, and maintaining the sustainability of forest resource management in a professional manner. He also reaffirmed the commitment of the Secretariat General to consistently and collaboratively oversee the institutional transformation process.
Several speakers contributed strategic and technical perspectives. They included Heru Suseno, Director of Agro, Chemical, Health, and Conformity Assessment Standards Development at BSN, who presented on Indonesian National Standards (SNI) development; Muh. Ahdiyar Syahrony, Head of the Center for Strategic Policy, who shared experiences and challenges in managing cross-Echelon responsibilities; and Indiyah Hudiyani, Head of the Planning and Formulation Division at P2HB, who discussed lessons learned from standardization management following the dissolution of BSILHK. The proposed standardization management framework for the Ministry of Forestry was presented from a technical perspective by Hernita Wahyuni, with the discussion facilitated by Farida Herry Susanty.
During the discussion session, Indiyah Hudiyani emphasized the importance of P2HB’s active involvement in building a strong standardization ecosystem. “P2HB is committed to continuing to oversee, support, contribute to, and collaborate in the development of SNI, particularly in the forestry sector. Standardization is not merely an administrative process. It is part of our collective effort to build a more professional, accountable, and competitive forestry sector in Indonesia,” she said.
The workshop is expected to serve as a forum for consolidation and collaboration among stakeholders to establish a common understanding, strengthen commitment, and develop a concrete, integrated, and implementable roadmap for standardization development.
As a key outcome, the workshop formulated several strategic measures to support standardization management within the Ministry of Forestry. One of the proposals was the issuance of a Ministerial Decree designating P2HB as a coordinator or liaison for standard management at the ministerial level. In addition, direct guidance from the Minister of Forestry is needed to ensure the effective implementation of standardization duties and functions, while also building awareness among Echelon I units that standards serve as important instruments for achieving their respective performance targets.
To support implementation, the readiness of Echelon I units to manage standardization needs to be comprehensively mapped, including their human resource requirements. In this regard, establishing positions for Standardization Expert Analysts is an urgent priority that needs to be prepared to ensure that the formulation, implementation, and evaluation of standards can be carried out professionally and sustainably.
